Community Reinvestment - Worth the cost or money wasted?

August's Channel 13 segment centered around how much communities are reinvesting on themselves and whether it's worth the cost.  From Speedway to Greenwood, Fountain Square to Carmel millions are being put back into amenities that will both improve quality of life and attract new residents to these areas. The question remains...are these amenities worth the cost?
